Virginia Horse Center Foundation Welcomes Scott A. Troutman Sr. to Board of Directors

Lexington, Va. – March 12, 2026 – The Virginia Horse Center Foundation is pleased to announce the appointment of Scott A. Troutman Sr. to its Board of Directors following the Foundation’s most recent quarterly meeting. Troutman will serve a three-year term and brings with him decades of professional leadership and a lifelong connection to the equestrian community.

Troutman is the Executive Vice President of Marlyn Development Corp., a Virginia Beach-based developer and general contractor specializing in multi-family housing. Having been with the company for nearly three decades, he oversees the general contracting operations and plays a key role in the company’s development projects throughout the region.

A resident of Suffolk, Virginia, Troutman lives with his wife of 38 years, Pam. Together they have two children and two grandchildren, with another grandchild expected this spring. The Troutman family owns Lake Point Farm, a scenic 21-acre horse farm located on Lake Prince, where their daughter manages a boarding operation. The family owns several American Quarter Horses, with some enjoying retirement at home on the farm while others continue to compete in AQHA shows across the country.

Troutman is also actively involved in the equestrian and charitable communities. He currently serves on the Board of the Virginia Quarter Horse Association and is the Tournament Chair for the American Diabetes Association Charity Golf Tournament held annually in Virginia Beach. Through these efforts, he works to raise awareness of Virginia’s horse industry, promote the American Quarter Horse, and support the fight against diabetes.

Troutman joins the Board alongside President Roxanne Booth (Charlottesville), Vice President Kenneth Wheeler, Jr. (Keswick), Treasurer Judy Miller (Hampton), Secretary Elizabeth Horsley (Richmond), and Immediate Past President Gardy Bloemers (Esmont). Directors Judith Heisley Bishop (Washington, DC), Brooks Lucas Cushman (Middlebrook), Emma Fass (Williamsburg), William Heizer (Staunton), Alan Lohman (Poolesville, MD), Dudley Macfarlane (Charlottesville), Rebecca Polan (Wayneboro), Brian Ross (Fairfield), Christina Russillo (Purcellville), Owen Weaver (Greensboro, NC), George Williams (Scottsville), and Chris Wynne (Virginia Beach) comprise the remainder of the 17-member Board.
